Create new file /etc/udev/avrisp.rules

SUBSYSTEM!="usb_device", ACTION!="add", GOTO="avrisp_end"

LABEL="avrisp_end"

and add a new rule, restart udev

$ cd /etc/udev/rules.d
$ sudo ln ../avrisp.rules 60-avrisp.rules
$ sudo service udev restart
